110. Mr. William Hamilton

asked the Secretary of State for Scotland when he intends to implement the recommendations contained in paragraph 259 of the Mountbatten Report into Prison Escapes and Security, Command Paper No. 3175.

Mr. Ross

The principle of promotion by merit from among those qualified is already the practice in the Scottish prison service.

The appointment of Brigadier Maunsell as head of the English prison service does not apply to Scotland where we already have an Inspector of Prisons. However visits to Scottish prisons by Brigadier Maunsell in conjunction with the Scottish Inspector of Prisons, as suggested in the Mountbatten Report, would be a useful means of exchanging information and experience.

I am considering the other recommendation in this paragraph along with my right hon. Friend the Home Secretary

asked the Secretary of State for Scotland what steps he is taking to implement the recommendations of the Mountbatten Report on Prison Escapes and Security, Command Paper No. 3175, in so far as they are relevant to Scottish prison conditions.

Mr. William Ross

My Department is urgently considering the application of these recommendations to Scottish penal establishments, and I am in consultation with my right hon. Friend the Home Secretary about matters, such as staff conditions, which must be considered on a Great Britain basis.
