asked the Secretary of State for the Home Department if he will introduce legislation to empower himself to control the issue of licences for clubs by the Greater London Council in such a way as to ensure that such issue does not conflict with the interests of individual London boroughs and that the boroughs are fully consulted.

No. The statutory requirements as to publicity for applications should suffice to enable a London borough council, like any other interested party, to make its views known. I understand that it is the normal practice for the Greater London Council to notify the relevant borough council of the receipt of an application for a new licence.
