Mr. Victor Yates

asked the Secretary of State for the Home Department what further subjects he has referred to the Advisory Council on the Penal System.

Mr. Roy Jenkins

I have asked the Advisory Council to consider the régime for long-term prisoners detained in conditions of maximum security, and to make recommendations.

To undertake this task they have set up a sub-committee under the chairmanship of Professor Radzinowicz. In addition, the Council has set up at my invitation a standing sub-committee on criminological research. The sub-committee, under the chairmanship of Mr. Younger, will keep my Department informed of research which the Council would like to see instituted in connection with its own operations, and will provide a forum in which my Department can seek expert advice on the make-up of the criminological research programme. The Home Office Research Advisory Committee has in consequence been dissolved.
