asked the Secretary of State for Education and Science how many students receive grants; how many are from the Commonwealth and foreign countries, respectively; what is the total cost annually; and if he will reduce this cost to public funds by substituting loans for grants.

Mrs. Shirley Williams:

The number of students in Great Britain who received awards from public funds in 1965–66 was about 310,000, of whom 1,865 Commonwealth students and 750 non-Commonwealth students were supported under schemes for overseas students. The cost of all these awards was nearly £104 million.

My right hon. Friend has no proposals to substitute loans for grants.
