asked the Prime Minister what progress is being made on his proposal to establish a multilateral basis for European technology.

The Prime Minister:

I would refer my hon. Friend to the speech I made at the Guildhall on 13th November, a copy of which is in the Library. As I then made clear, further progress in technological collaboration is inescapably linked with progress towards our membership, of the European Economic Community.
