asked the Secretary of State for Foreign Affairs whether he will convene a conference of maritime nations to conclude an agreement about the transport of oil by sea.

As the House knows, the Government took the initiative in calling for an early meeting of the Inter-Governmental Maritime Consultative Organisation to consider how to strengthen, wherever necessary and practicable, the international arrangements designed to prevent accidents like the "Torrey Canyon" disaster, and to deal with the consequencies if they should occur. This meeting will be held on 4th/5th May, and will consider a number of proposals which we are putting forward.
