asked the Secretary of State for the Home Department what arrangements exist to ensure that the penalties for offences created by departmental legislation are consistent with current penal policy, particularly so far as the avoidance of short sentences of imprisonment is concerned.

It is established practice for Departments to consult the Home Office about proposals to create new criminal offences or vary existing penalties.
