asked the Chancellor of the Exchequer what would be the approximate cost of making a full study of the relationship between the total revenues accruing to the Exchequer from Scotland, England and Wales, respectively.

This would depend on how full the study was. It seems inevitable that in the last resort, as the Catto Committee (Cmnd. 8609) found in 1952, it would be necessary within the bounds of practicability to make certain assumptions. These would reduce the reliability, and therefore the value, of the results.
