§ Mr. JayThe power to consider population changes and migration as factors influencing the exercise of my functions under the Local Employment Acts was only given to me as recently as the 19th August, 1966, by Section 15(3) of the Industrial Development Act, 1966. These factors will be given such weight in the location of advance factories as seems appropriate at the time advance factory programmes are decided upon.
