I understand that in 1960 Mr. Henry Barnes, at the request of the then Minister of Transport, made some suggestions about measures which might help in dealing with London's traffic. At that time my Department was the Traffic Authority for London, and the right hon. Gentleman the Member for Wallasey (Mr. Marples) took account of or adopted such of them as were appropriate to London conditions.
