99. Mr. Shinwell

asked the Postmaster-General whether he will require the British Broadcasting Corporation under Section 3 of the Licence and Agreement and the Independent Television Authority under the Television Act 1963 to provide additional stations in order to extend the coverage of musical programmes similar to those provided by pirate radio stations.

The powers cited by my right hon. Friend enable me to require the broadcasting authorities to extend the coverage attained by their existing services, but not to require them to provide new services. As to the provision of programmes similar to those put out by the pirate stations, I must ask him to await the White Paper on broadcasting.
