Mr. Clegg

asked the Attorney-General whether the Government will introduce legislation to set up permanent courts in provincial centres with High Court jurisdiction to deal with all civil cases arising in the areas which they would serve.

My noble Friend the Lord Chancellor is at present considering the best means of improving the arrangements for the trial of civil actions outside London, but no final decisions have yet been reached.
