asked the Minister of Transport if she will take steps to study the methods by which motor insurance might be used as a greater incentive to careful driving.

Yes. I have appointed a special Committee of the National Road Safety Advisory Council to consider the significance of motor insurance as a factor in road safety. Compulsory passenger insurance is one of the first matters which I hope the Committee will consider. The membership of the Committee is as follows:

Sir Harold Kent (Chairman), H.M. Procurator-General and Treasury Solicitor until 1963.

Mr. A. B. Bourne, Director of Associated Iliffe Press; Vice-Chairman, R.A.C.

Mr. J. M. Brown, Assistant Manager (U.K.) of the General Accident Fire and Life Assurance Corporation Ltd.

Mr. H. F. Durant, Assistant General Manager of the Sun Alliance Insurance Group.

Mr. A. W. Johnson, Underwriter of the "Red Star" Motor Policies at Lloyds.

Mr. P. R. Kimber, Solicitor and a Member of the Society of Labour Lawyers.

Sir George Maddex, Government Actuary until 1958.

Mrs. M. Patterson, Transport and General Workers Union; a Member of the National Road Safety Advisory Council.

Mr. C. W. Rivington, Chairman of the Motor Conference and a Member of the Claims Commission, Ministry of Defence.
