asked the Minister of Transport what has been the result of her consultations on the draft regulations for lighting on motor vehicles; and what advice she has received from the Working Party.

The draft regulations requiring the fitting of two headlamps on virtually all four wheeled vehicles which were circulated for comment to interested oganisations have generally been approved, but representations have been made that they will cause difficulty in respect of certain existing vehicles such as electrically powered milk floats. These are now being considered, together with other representations that have been made.

Apart from recommending the fitting of headlamps the Working Party among other things, has given advice on raising the standard of reflex reflectors, the compulsory fitting of stop lamps and standards for cycle rear lamps. The Working Party also recommended that:—

  1. (a) my right hon. Friend should approach manufacturers about the fitting of indicator lamps to heavy commercial vehicles to show whether rear lamps and stop lamps were working properly and
  2. (b) she should ask petrol filling stations to co-operate in a campaign to check vehicle lights and reflectors of their customers.

Action on all these matters is being taken.
