asked the Minister of Pensions and National Insurance if she will reconsider her decision in the case of Mrs. Rachel Lloyd, of 10 Mill Road, Tongwynlais, near Cardiff, which has been the subject of recent correspondence between the hon. Member for Barry and her Department.

As I have explained to the hon. Member, death benefit cannot be paid to Mrs. Lloyd under the Pneumoconiosis and Byssinosis Benefit Scheme as the Industrial Injuries Commissioner has decided that her husband's death was not due to pneumoconiosis. The Commissioner is the highest of the independent statutory authorities appointed to decide this question, and my right hon. Friend has no power to intervene in his decision.
