asked the Secretary of State for Scotland whether he is yet in a position to announce measures to offset the effect of the Selective Employment Tax on the area of the Highlands and Islands Development Board.

I would refer the hon. Gentleman to the Answer my right hon. Friend gave on 27th July to the right hon. Member for Argyll (Mr. Noble). My right hon. Friend will continue to keep a close watch on the position and consider, with the help of the Highlands and Islands Development Board, positive measures designed to strengthen the Highland economy as a whole.
