§ Mr. SwinglerExperience to date indicates that in most circumstances modern concrete and comparable flexible surfaces will prove equally efficient. There is as yet insufficient data on long term maintenance costs, especially of concrete surfaces, to enable a direct comparison to be made other than on the basis of initial costs. These tend to vary with locality and neither has a clear advantage.
