§ Mr. Roy JenkinsOf the 2,431 whole-time child care officers employed in England and Wales on 31st March last, 667, representing 5.1 for every 100,000 of the estimated population under the age of 18, possessed the Letter of Recognition of the Central Training Council in Child Care. A further 748 possessed other relevant qualifications (e.g. a university degree, diploma, or certificate in social science, or the Home Office Declaration of Recognition of Experience) and, including these, the figure became 10-9 for every 100,000.
