§ Mr. Roy JenkinsThe working party was not set up by me or under my authority, but by the Association of London Town Clerks, a professional society. The working party's report—which deals with the difficulties of holding combined elections in Greater London—was made in February last to that Association, which submitted it to the London Boroughs Association, which in turn forwarded a copy to my Department in April. With the agreement of the Honorary Secretary of the London Boroughs Association I am arranging for copies of the report to be placed in the Library of the House.
