asked the Minister of Transport whether he will exclude medical practitioners from any order prohibiting the use of radio telephones by drivers of vehicles on the move.

I am considering representations made by the British Medical Association and other organisations on various aspects of the draft Regulation and cannot say at this stage what my decision will be. I did, however, take into account the needs of medical practitioners and similar users in drafting the Regulation and I think that they will find in practice that it is not unreasonable. The driver will know when he is being called and will be able to respond as soon as he can stop in safety. If traffic conditions are such that he cannot do so it is most unlikely that he could carry on a telephone conversation with safety.
