asked the President of the Board of Trade if he will take steps to assist manufacturers with works and offices within 40 miles of London to replace or modernise their office accommodation in compliance with the Offices, Shops and Railway Premises Act without impediment from the standstill recently imposed on office building in that area.

The need to replace or modernise unsatisfactory offices will be one of the factors to be taken into account when my Department considers applications for office development permits.
