asked the Postmaster-General what is the average time taken for parcels posted in the London area to reach Northern Ireland.

Much depends upon the time of posting. Parcels for Belfast should generally be delivered not later than the second week day after posting; and if posted early in the day, on the day following posting. Parcels from London to elsewhere in Northern Ireland generally take about a day longer. I have no reason for thinking that the majority of parcels are not currently getting this kind of service.
