21. Mr. Fisher

asked the Secretary of State for the Home Department whether he will arrange for the recruitment and training of West Indian police constables in the Metropolitan Police area.

I am informed by the Commissioner of Police of the Metropolis, who is responsible for the recruitment and training of constables in the Metropolitan Police, that it is his policy to consider individually and on their merits all applicants for appointment as constable, whatever their race, colour or creed. But he does not think that it would be in the interests of the force to make special attempts to secure recruits from any particular race or national group.
