§ Mr. Tom FraserThe nature of the terrain to be traversed by the by-pass has proved to be very difficult. Much of the road will have to be on viaduct. Preparation work is proceeding with all possible speed but it is unlikely that it will be possible to make a start on construction work before 1967.
