§ Mr. DarlingThe first priority must be to get industry to development districts. But the Board of Trade would issue an industrial development certificate to a firm wishing to establish in Llanrwst, if it could not go to a development district. The Board of Trade Controller for Wales has been helping to find a tenant for an empty factory at Llanrwst, and will continue to do so.
