asked the Minister of Education how many non-English-speaking children enrolled in schools in England and Wales at the beginning of the present school year; and what is the total number of such children in school at the nearest convenient date.

This information is not available. Some but not all local education authorities with substantial immigrant populations keep records of children for whom English is not the mother tongue for purposes of arranging special tuition as necessary. To collect these figures nationally on a uniform basis would involve a special inquiry which would be unduly costly in time and manpower.
