asked the Secretary of State for Foreign Affairs what is the purpose of the draft resolution proposing a campaign against hunger, disease and ignorance which the British delegation at the General Assembly of the United Nations has recently sponsored.

The purpose is to encourage voluntary organisations in the United Kingdom and other countries to complement the efforts of governments by taking their part in the United Nations Development Decade in the form of a five year campaign against hunger, ignorance and disease. It is in no way intended to detract from the primary responsibility of governments, but is intended to stimulate popular enthusiasm here and elsewhere for the Decade in the same way that it was aroused for the Freedom From Hunger Campaign and the World Refugee Year.

It is our hope that the resolution may result in fruitful partnerships between Governments and private organisations both in the donor and in the developing countries.
