§ 59. Mrs. Hartasked the Secretary of State for Scotland which independent committees or tribunals have recommended the establishment of an aftercare service for the supervision of persons discharged from Borstals or prisons in Scotland.
§ Mr. Michael NobleThe establishment of the after-care service was not the result of any specific recommendations by a committee, but developed gradually over the years. Recommendations concerning its organisation or extension have been made by the Departmental Committee on the Treatment of Young Offenders in 1928, the Scottish Advisory Council on the Treatment and Rehabilitation of Offenders in 1949 and by the Scottish Advisory Council on the Treatment of Offenders in 1961. A further report by the Scottish Advisory Council on the Treatment of Offenders on the organisation of aftercare is about to be published.
§ 60. Mrs. Hartasked the Secretary of State for Scotland how many persons released from prisons or Borstals were under the supervision of the Scottish Central After-Care Council on 31st December, 1962, or at the latest date for which information is available; what was the number residing in each county or city; how many of these were under the supervision of probation officers and how many after-care officers are employed in the supervision of those released from prisons or Borstals.
§ Mr. NobleNine hundred and forty-four persons were under the supervision of the After-Care Council on 31st December, 1962. Below is a list showing their areas of residence. None were under the supervision of probation officers. There were 12 after-care officers, including one woman, employed in the supervision of discharged persons. In addition every person receiving after-care had a voluntary guardian, and three probation officers were acting in this capacity.
