asked the Parliamentary Secretary for Science what action he is taking in response to the memorandum on Civil Research Policy from the Federation of British Industries, a copy of which has been sent to him; and if he will make a statement.

As the Foreword shows, Part I of this memorandum was addressed to industry and Part II was prepared as the basis of evidence to the Trend Committee. My noble Friend does not therefore propose to make a statement on the subject before the Trend Committee has reported, but he is considering those proposals which do not specifically fall within that Committee's terms of reference.
