51. Mr. Rankin

asked the President of the Board of Trade, in view of the fact that the first of the six Viscount aircraft which it was agreed to sell to China two years ago was only delivered last week-end, to what extent Her Majesty's Government were responsible for the delayed delivery; and what were their reasons for such action.

I understand that the contract between Vickers Armstrong (Aircraft) Ltd. and the authorities of the People's Republic of China provided for the delivery of the first aircraft during July, 1963.
