Mr. Turner

asked the Minister of Transport what steps he will take to ease the position of residents in London streets and squares who are unable to gain access to their homes owing to cars being parked there all day.

There are many places where controlled parking is needed, not only in the interests of traffic but also to ensure reasonable access to premises. Where parking can be allowed I am prepared to consider proposals to help residents in space not needed for short-term parking. The initiative rests with individual local authorities. I hope they will tackle this problem and submit proposals to me as quickly as they can.
