§ Mr. FisherA detailed survey of the economic needs and potential development of the area has been entrusted to Dr. Carleen O'Loughlin. She is engaged on a programme of economic research in the Eastern Caribbean undertaken by the University of The West Indies and financed from colonial development and welfare funds.
