asked the Minister of Transport Whether, when three-lane roads have an extra carriageway built, it is the practice of his Department to grass over one of the three existing lanes, rather than leave it for the use of one-way traffic.

No. The width of the existing three lane carriageway would not normally be reduced except where reconstruction may be necessary, for example to improve the alignment of the road.
