75. Mr. Thorpe

asked the Lord Privy Seal whether he will co-opt representatives of Southern Rhodesia on to the British delegation to the United Nations, so that matters coming before the 4th Committee of the United Nations can be discussed and replied to by representatives of Southern Rhodesia.

Mr. Heath

No. Her Majesty's Government have an ultimate responsibility for the external affairs of the territory and thus represent at the United Nations the interests of the Federation of which Southern Rhodesia forms part. But as hon. Members will be aware, Sir Edgar Whitehead recently addressed the Fourth Committee of the United Nations on two occasions from the United Kingdom seat, and there may be other occasions on which, in consultation with the Southern Rhodesia Government, it may be desirable for a Southern Rhodesian representative similarly to address the United Nations Committee.
