§ Mr. BrookeIt is a general condition of service for all staff of the Home Office and Prison Commission who have not reached the age of 18 to attend day release classes. In the London offices of the Home Office and Prison Commission, there are seventy-one young people under 18 employed, and all attend glasses under arrangements made by the Civil Service Council for Further Education. At offices outside London, arrangements are made locally with the regional secretaries of the Civil Service Council for Further Education.
