§ Mr. Boyd-CarpenterIt is not, I am afraid, possible to isolate the effects of this change from those of the other measures which the National Assistance Board have taken in recent years for the82W same purpose. The Board tells me, however, that the general effect of these measures has been to diminish appreciably the reluctance which may have prevented some people in genuine need from applying to it for help.
