§ Mr. Frank Allaunasked the Minister of Housing and Local Government and Minister for Welsh Affairs if he is aware that one in seven residents in the Moss Side constituency has changed houses in the last twelve months and, since this turnover is greatly in excess of Government estimates, if he will now give his latest estimates of the number of houses 186W in the United Kingdom becoming decontrolled by a change of tenant.
Dr. HillI have not information about the rate at which residents in Moss Side constituency change their houses. The authorities of the Rowntree Trust Housing Study, "Housing since the Rent Act", estimated that in England alone 250,000 houses were being decontrolled each year by "creeping decontrol". The Social Survey's Report estimated that in England and Wales the number was 320,000. These two estimates are not much out of line and I have no reason to believe them to be incorrect.
