Mr. Hastings

asked the Lord Privy Seal what advice he is giving to British organisations invited to participate in the World Congress for General Disarmament and Peace to be held in Moscow from 9th-14th July.

This Congress is organised by the Communist Front organisation, the World Council of Peace. Previous activities of this body leave no room for doubt that the object of the Moscow Congress will be solely to provide propaganda support for the Soviet view on disarmament and other questions. It will be used above all to propagate the idea that only Russia and her allies are sincerely working for disarmament, while the United States of America and hers are not. Like other congresses organised by Communist Front organisations, it will be tightly controlled to this end. I therefore hope that organisations and individuals in this country who wish to advance the prospects of achieving agreement on disarmament and a reduction of international tension will have nothing to do with this event.
