§ Mr. HayOur target is to complete 1,000 miles of motorway by the early 1970s. The motorway programme will be determined by the needs of traffic. I do not, however, accept that it is necessarily desirable or economic to provide possible access to a motorway within 25 miles of any starting or stopping points in the country.
