71. Mr. Oram

asked the Minister of Housing and Local Government and Minister for Welsh Affairs if he will revise the timing of the adjustments of receipts and payments under Section 15 of the Local Government Act, 1958, in respect of the years 1959–60, 1960–61 and 1961–62 so that local authorities which are due to make payments shall pay the product of a 3d rate in each of four years instead of the product of a 6d. rate in each of the next two years.

78. Mr. Prentice

asked the Minister of Housing and Local Government and Minister for Welsh Affairs whether he will extend the period for the payments to be made by East Ham, in connection with transitional receipts under the Local Government Act, 1958, by substituting for the equivalent of a 6d. rate annually the equivalent of a 3d. rate annually, in view of the exceptional effects on the borough of the recent recalculation carried out by his Department.

These are arrears which ought to be cleared as soon as reasonably practicable. The arrangements adopted were carefully considered and settled in consultation with the associations of local authorities, and I cannot now consider changing them. The benefiting local authorities will have taken them into account in fixing next year's rates.
