asked the Minister of Labour what increase in the Factory Inspectorate would be required in order to allow for inspection of factories and industrial sites once in each two years, instead of the four years now advised.

Mr. Hare

The increase required would in itself fall well short of doubling the size of the Inspectorate, because many premises are inspected at much shorter intervals than four years. Moreover, routine inspection is only part of the work of the Inspectorate and the additional inspection would also be concentrated where the hazards are least. But in any case I would not be prepared to deal with any estimate of additional staff that was not related to a balanced distribution of effort.
