79. Dr. D. Johnson

asked the Lord Privy Seal if he will consult the Secretary-General of the United Nations to ascertain what qualifications are necessary for posts of responsibility in the service of the United Nations.

The general requirements for the employment of United Nations staff are stated in Article 101 of the Charter. The paramount consideration is the necessity of securing the highest standards of efficiency, competence and integrity, due regard being paid to geographical representation. There does not appear to be any need to consult the Secretary-General on this matter.
