asked the Minister of Housing and Local Government and Minister for Welsh Affairs to what extent, in considering appeals against refusal of planning permission for outdoor advertising sites, he gives consideration to the amount of space nationally already occupied by outdoor poster advertising, other than cinema and theatre posters on cinemas or theatres, and to the amount of such space occupied before the war, and 10 years ago, respectively.

The Control of Advertisements Regulations, 1960, provide that the powers to grant or refuse consent for the display of advertisements shall be exercisable only in the interests of amenity and public safety, and my right hon. Friend does not give consideration to the matters to which my hon. Friend refers.
