40. Mr. Hendersonasked the Lord Privy Seal whether it is now the policy of Her Majesty's Government to refrain from further nuclear tests from 1st January, 1963, in accordance with the November resolution of the General Assembly of the United Nations.
§ Mr. GodberHer Majesty's Government have with the United States made many offers in recent months to conclude a Treaty with the minimum amount of verification necessary for adequate assurance that undertakings once given were being complied with. These have all been rejected by the Soviet Union. In the light of past events we are not prepared to accept an uncontrolled moratorium.
