Mr. Hannan

asked the Secretary of State for Scotland whether, following the reply given by his predecessor on 12th July, 1960, he has now enquired into why the four universities in Scotland ceased at various dates to fulfil their obligations under Section 30 of the Universities (Scotland) Act 1889; whether the former practice of making full annual returns will now be resumed; and if, as a member of the Scottish Universities Committee of the Privy Council, he will bring the matter before that Committee.

My responsibility in this matter is to lay before Parliament certain reports which are made to me annually by the universities in accordance with Section 30 of the 1889 Act. The question whether more information about the universities should be presented to Parliament is one that might usefully be pursued when the Robbins Committee on Higher Education has reported.
