Mr. Callaghan

asked the Minister of Transport what was the reason for the difference between the estimated cost of £250,000 for the construction of the new River Ely Bridge at Penarth Road, Cardiff, and the lowest tender of £397,000; and when he proposes to take a decision on whether the scheme can go ahead.

This is a classified road scheme for which the Glamorgan County Council and the Cardiff County Borough Council are joint highway authorities. I understand that they first prepared their estimate of £250,000 early in 1961, when the design had not been finalised. Costs generally have increased since then. Moreover, in this particular scheme working conditions are difficult and the contractors must make proper provision for the inherent risks.

I hope to issue a grant shortly.
