§ Mr. Warbeyasked the Secretary of State for the Home Department (1) what are now the prison rules, standing orders 165W and regulations governing correspondence between prisoners and near relatives;
(2) if he will place in the Library of the House of Commons an up-to-date version of prison rules, standing orders and regulations;
(3) if he will provide, in the OFFICIAL REPORT or otherwise, the prison rules, standing orders and regulations which now govern correspondence between prisoners and Members of Parliament.
§ Mr. BrookeThe Prison Rules are contained in the following statutory instruments: 1073 of 1949, 1405 of 1952, 1986 of 1956 and 147 of 1962. Prison Standing Orders are being radically revised and retabulated. Copies both of the old series and of the new series, as so far issued, are in the Library. Being administrative directions, Standing Orders are frequently amended; and particulars of these amendments are also sent to the Library.
The Rules governing prisoners' correspondence, including correspondence with near relatives and with Members of Parliament, are Rules 74, 75, 77–80, 116, 118 and 119, of the Prison Rules. 1949, as amended.
The Standing Orders relating to correspondence with relatives are 361, 368, 374–376 and 378, as amended, in the old series. The Standing Order relating to correspondence with Members of Parliament is section 5 (c), as amended, in the new series.
