Mr. Hendersonasked the Lord Privy Seal what is now the policy of Her Majesty's Government regarding the passing of nuclear weapons and nuclear information to other countries; and if he will support the proposal of the Government of India at the Geneva Conference that a declaration not to pass on such weapons or information should be part of a four-power agreement.
§ Mr. P. ThomasHer Majesty's Government supported the Irish Resolution passed unanimously by the General Assembly of the United Nations last December. This resolution calls upon 105W all States to secure the conclusion of an international agreement containing provisions under which the nuclear states would undertake to refrain from relinquishing control of nuclear weapons and from transmitting the information necessary for their manufacture to States not possessing such weapons, and provisions under which States not possessing nuclear weapons would undertake not to manufacture or otherwise acquire control of such weapons. Her Majesty's Government continue to support this resolution and my noble Friend spoke, at the same meeting in Geneva as Mr. Krishna Menon, of the importance of reaching an agreement on non-dissemination.
