asked the Civil Lord of the Admiralty by what authority a lecture was delivered recently in the Lathom Hall, Seaforth, to an audience of sea cadets and their officers by Lieut.-Commander L. A. Wintle, R.N., retired, in which he advocated the unilateral development by Great Britain of a submarine capable of firing nuclear rockets; what official facilities and payments from public funds were provided in connection with this lecture; and how many times this ex-officer has been invited to deliver similar lectures, the cost of which has been borne by his Department's Vote.
