15. Mr. Biggs-Davison

asked the Lord Privy Seal whether he is aware that the salaries and allowances of United Nations technicians in the ex-Belgian Congo average between £7,500 and £10,000 a year, whereas those of Belgian technicians average £3,000 a year; and whether the United Kingdom will propose reductions in the emoluments of such United Nations technicians for the sake of equity and the relief of United Nations insolvency.

While my information on the average level of the pay of United Nations experts in the Congo does not coincide with that of my hon. Friend, I agree that it appears high. The United Nations consider however that, if emoluments were much reduced, it would be impossible to recruit new expatriate staff, and they would lose some of their key personnel.
